DUTIES: The position is located within the Natural Resources Branch in the Northeastern States Field Office (NSFO) in Milwaukee, WI. Incumbent works under the immediate supervision of the Wild Horse & Burro (WH&B) Program Specialist. The selectee will be responsible for all aspects of the (WH&B) program satellite adoptions. Responsibility includes selecting satellite locations (stockyard, fairgrounds, and equestrian facilities), execution of facility use agreements, adopter screening, conducting satellites and working with state veterinarians relative to livestock health issues.

The incumbent will be responsible for post wild horse and burro satellite activity which includes data-entry into a variety of computer programs, reporting adoptions results, file management, typing correspondence, responding to animal care complaints, conducting compliance inspections, and repossessing adopted wild horses and burro when necessary.

The incumbent will drive pickup trucks with various type of trailers and assist in the construction of adoption pens, haltering chute, unloading chute and operates rubber tire shid steer loader. This specialist is responsible for feeding, watering, and assisting with veterinary inspections of livestock housed at the facility.

QUALIFICATIONS REQUIRED: Specialized Experience Requirements:

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement – please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

To qualify at the GS-09 level, one year of specialized experience equivalent to the GS-07 level is required.

Specialized experience at the GS-07 level is experience dealing with and understanding equine behavior, health, handling, and transportation wild horses and burros.

Substitution of Education for Experience: To qualify for the GS-09 level, you must have completed master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

To qualify at the GS-11 level, one year of creditable specialized experience equivalent to the GS-09 level is required.

Specialized experience at the GS-09 level is experience applying, interpretation of regulations, procedures, and policies regarding wild horses and burros to persons with knowledge ranging from those totally uninformed to experts in their field in addition to the specialized experience at the GS-7 level.

Substitution of Education for Experience: To qualify for the GS-11 level, you must have completed a Ph.D. or equivalent doctors degree or 3 years of graduate education progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

Selective Placement Factor(s) : Applicant must have a current valid Class A Commercial Drivers License (CDL).

1. Knowledge of humane wild equine care, transports, handling, and training.
2. Knowledge of the habits, behavior, health and welfare of wild horses and burros.
3. Skill in livestock handling.
