Job Description
Performs complex (journey-level) computer systems analysis work. Work involves analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Examples of Duties:
Analyzes and tests new or existing procedures, information systems, or utility programs for efficiency and effectiveness.
Supports systems and utilities for stability and usability.
Conducts studies and prepares reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises optimum solutions.
Designs, modifies, and implements new or revised systems to serve new purposes or improve work flow.
Details input and output record formats for computer programs, designs forms, and writes instructions for the use of forms.
Determines operational, technical, and support requirements for the location, installation, operation, and maintenance of office equipment and computer and data systems.
Provides technical assistance and support for troubleshooting applications and hardware problems.
Reviews and analyzes computer printouts, reports, and performance indicators to locate code problems; and corrects errors by modifying or correcting code.
Assists with defining the goals of the system and devises flow charts and diagrams describing logical operational steps of the programs.
May analyze and assist in defining agency disaster recovery responsibilities and procedures.
May monitor the interface of systems, subsystems, and software applications.
May evaluate and recommend action on testing and certification of software and hardware upgrades.
May write and update personal computer and mainframe application programs.
May assist in information systems security administration.
May train others.
Performs related work as assigned.

General Qualification Requirements:

Experience and Education
Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. (Education and experience may be substituted for one another.)
and Four years experience in systems analysis and design work.

Knowledge, Skills, and Abilities
Knowledge of the limitations and capabilities of computer systems.
Knowledge of the techniques used in the design of non-automated systems.
Knowledge of information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.
Skill in complex problem solving, in critical thinking, and in the operation of computers and applicable computer software.
Skill in scheduling, testing, installing, and implementing programs.
Skill in troubleshooting computer systems.
Ability to analyze systems and procedures.
Ability to gather, correlate, and analyze system requirements.
Ability to write and revise standards and procedures.
Ability to handle multiple projects.
Ability to communicate effectively.
Ability to train others.

Supplemental Information:
The Commission will conduct a criminal history and driver record check with the Texas Department of Public Safety in accordance with applicable standards on all finalists for this position.
