The Program Manager is assigned to the Physical Medicine & Rehabilitation Service (PMRS) and Spinal Cord Injury Center (SCIC) within the Diagnostic & Therapeutic Care Line at the Syracuse VA Medical Center. The incumbent directs the activities of multiple clinical services within the PMRS and SCIC. He/she serves as a liaison person to patients, staff, vendors and others that inquire about the PMRS & SCIC program and services. He/she is responsible for the development and implementation of both long and short-term planning and policies for assigned program area(s). The incumbent ensures the compliance/integration of internal administrative and clinical policies within the standards and requirements of various regulatory and accrediting bodies. The incumbent identifies problem areas or program issues and takes appropriate action to review, entertain solutions, make recommendations and take necessary action. The Program Manager plans and carries out projects to improve the efficiency and productivity of the PMRS and SCIC programs. He/she compiles and analyzes workload, budget and performance data and prepares required program reports and strategic plans for PMRS & SCIC. The incumbent serves as the Coordinator of Management of Information and Outcomes, responsible for promoting the use of valid outcomes and program evaluation measures, uses outcomes to develop feedback, monitoring, translation and quality improvement programs. The incumbent exercises fiscal management responsibility and budget allocation/formulation for assigned program areas. He/she recommends staffing needs, organizational structure, analyzes work load data and other negating factors. Participates on committees and work groups as assigned. The Program Manager has personnel management responsibilities that include: developing performance standards, preparing and presenting performance appraisals/competencies, initiating personnel actions, approving leave, taking disciplinary actions, preparing position descriptions and functional statements, employee training, participates in the interview/selection process, resolving complaints/grievances, and communicating policy and regulation changes. Performs other related duties as assigned.
