Job Description
This position is located within the Office of Information and Technology (OI&T) in Huntington, WV. The major duties and responsibilities include:
Executes established diagnostic programs and writes ad hoc programs to validate the reliability and effectiveness of systems software. Executes established utility software to insure compatibility between operating systems, language compilers, assemblers, file access method for mini computers or other CPU’s. Promotes efficient use of disks, display unit, remote units and other related peripheral equipment. Performs the maintenance of characteristics tables for master files, output products and associate areas. Maintains control of immediate access storage (IAS) space allocation and device usage for authorized management information systems and unique systems. Analyzes file organization and data base structure taking action as required to eliminate deficiencies. As required, define and redefines all devices attached to systems. Maintains accounting routines for controlling applications in multiprogramming environment and distribution of cost to users. Prepares technical data necessary to update executive libraries, automatic Job stream initiator data base controls files control files, application program files and data management routines; updates operating instructions; secures updated systems files, etc. Serves as the alternate information technology Knowledge Manager (KM) to plan
and implement share-point portals. Provides consistent, efficient and timely access to information on a need-to-know basis. Reviews existing Knowledge Management System (KMS), conducts studies and prepares recommendations to improve the efficiency and/or quality of service of automated systems supporting
missions and functions. Identifies new hardware and software systems that enhance or replace information systems. Designs and/or oversees the design and integration of all information databases to the KMS. Reviews existing documentation to ensure consistency with VA and medical facility guidelines and policies. Works with customers on functional systems to establish computer configuration involving equipment and software to meet the needs of the user and establish proper useful, efficient, or otherwise applicable interrelationship between new
requirements and existing or previously designed systems. In accordance with the general mission of the customer assistance organization, provides technical guidance to the various subject-matter and management specialists or officials engaged in planning and implementing computer systems and/or network applications, and provides necessary explanation and assistance regarding Information Management policies, procedures, standards, etc. Incumbent analyzes effectiveness of assigned functional systems to detect areas requiring improvement. Recommends changes, improvements and checks and balances; proposes refinements, improvement of system. Makes systems audits as required. The incumbent confers with management personnel in assigned areas on potential or requested uses of data processing systems. Coordinates with all operating elements in implementing changes to work flow, space or machine requirements resulting from new programs. Acts as the liaison to test, evaluate, and install microcomputer software, upgrades, and programs for both
technical and business network applications utilizing personal knowledge of various functional areas and through review and analysis in coordination with system/program users and subject-matter specialists both internal and external to the medical facilityu. Develops hardware and software installation plans, considering the latest techniques and interface/compatibility requirements to existing equipment which encompasses multi-vendor interconnections. Ensure compatibility of all medical facility information systems and applications with those
of incoming systems. Provides programming services, and program and software support to functional
users to maximize their use of computer systems. Responds to requests for information/specifications from systems designers regarding new or revised systems that will interface on the facility’s LAN. Configures, installs and troubleshoots microcomputer hardware, software and peripheral equipment. Coordinates and works with vendors, technicians, system programmers and computer engineers to resolve hardware and operational problems, and incompatibilities. Performs other related duties as assigned.
