Description

The objective of the PM Director role will be strategic leadership of the Fee for Value (FFV) program initiative, leading a group of 5-6 project initiatives, totaling $20-25M annually. This is a multi-year initiative, and is in direct support of a primary driver behind the company’s value strategy of ‘volume to value’. Because of the extensive interaction with stakeholders throughout the enterprise, understanding the vision, and direct experience assisting business executives in defining the strategy and goals is required. The ability to translate the vision into executable projects with a clear scope definition is a must, as is ensuring that each project executes to deliver upon the commitments and achieves the overall goals. Delivery methodologies used within Cigna include: Waterfall, Agile, and Iterative.Job location: Anywhere in the US (work from home).

Responsibilities:

  • Overall management of complex cross-functional, project-oriented work efforts, ensuring that the Core Services Operations portfolio projects specific to Volume to Value (called “Fee for Value”, or FFV) are delivered on time, within budget, adhere to high quality standards, and remain aligned to the strategic objectives of the Volume to Value strategy.
  • The projects within this program will be diverse, including custom software development (using Agile methods), reporting and information management, implementation and integration of out of the box software(s), and oversight of tactical and/or manual business solutions to support “one-off” type client needs. Direct experience with ALL of these types of implementations is required to be considered for this role.
  • Program manager will not only be responsible for the delivery of the work within his/her own set of projects, but will also be responsible for the cross-organization delivery of scope by other programs, in support of the fee for value initiative. For example, 4-5 other programs will be delivering scope for FFV, as the scope is within those assets. The FFV program manager will ensure the work is scheduled as appropriate within the other program manager(s)’ portfolio of work, and will manage a master program plan to ensure these elements all come together to achieve the objectives for the FFV initiative. Direct experience managing this type of dependency model is required.
  • FFV program manager must have exceptional capability in effectively negotiating conflicting priorities. This is paramount because work being delivered by other programs may not be that program’s highest priority for their business stakeholders, but the FFV program manager must facilitate a sense of urgency in the FFV scope for these disparate programs.
  • Must be able to create and deliver executive level presentations at a mastery level. The ability to decompose a complex message and create a ‘storyline’ is mandatory. Reviews and maintains program financials, evaluating projects against their approved financial targets and benefits goals, and ensuring the creation of action plans to address variances and effectively manage change controls; Provides analysis and decision making support for funding allocation and distribution


Qualifications

  • 15-20 years of IT work experience, including 10 or more years of managing complex programs as identified above
  • Bachelor’s degree or equivalent work experience required
  • The individual must be results-oriented, diligent and work with a sense of urgency, remain calm and polished in the face of extreme pressure and adversity.
  • He/she should have the ability to identify and implement required actions quickly in order to accomplish goals, eliminate roadblocks, and create focus
  • The PM must possess knowledge and expertise in the use of Project Management methodologies and have a clear understanding of human resources policies/practices and change management techniques, and be able to direct and coach others in this capability.
  • Experience with large scale systems environments and fluent with technology solutions
  • Experience managing a team of direct reports
  • Must be able to travel as project requires, up to 25%
  • Proven ability to operate and execute in a large-scale project, especially with lack of clarity in scope initially
  • Experience leading projects with multiple delivery methodologies (Waterfall, Agile, Iterative)
  • Proven ability to quickly earn the trust of sponsors and key stakeholders; mobilize and motivate teams; set direction and approach; resolve conflict; deliver tough messages with grace; and execute with limited information and ambiguity.
