Job Description
There are currently four (4) full-time, benefited vacancies in the Administration Division of the Innovation and Technology Department

(Vacancies: 1 – Applications Manager, 1 – Applications Project Manager, 1 – Network Manager, 1 – Operations and System Manager).

This recruitment will be used to fill the current vacancies and will establish an eligibility list to fill future vacancies in this classification.

Under general supervision, to plan, organize and direct an information technology functions related to Networking, Data Center Operation, and Enterprise Applications or Enterprise Project Management Applications; and to perform related work as required.

Positions designated as Non-Classified are exempt from the classified service. The Incumbent shall be appointed “at-will” and serve at the pleasure of the City Manager.

* Merit Range: $10,573.00 – 12,159.00 Monthly

* This position is eligible to receive merit based pay of up to 15% above the salary range based on documented outstanding performance and at the discretion of the City Manager.

Work Performed:

Typical duties may include, but are not limited to, the following:

  • Develop and implement project plans to accomplish work group objectives and assign work and monitor performance. Take action in the full range of formal personnel activities, and provide contract oversight in conjunction within the Innovation and Technology Department.
  • Provide subject matter expertise in highly complex mission critical enterprise-wide systems which require expertise in multiple industry areas.
  • Prepare, negotiate and present budget and other funding proposals; monitor expenditures and operate within budget allocation.
  • Develop strategic plans and implement operational plans to provide information technology infrastructure to support the City’s/Department’s business goals; and oversee one or more of the following technical areas: Enterprise Applications or Enterprise Project Manager Applications, Networking, and Data Center Operations.


When assigned to Enterprise Applications or Enterprise Project Management Applications:

  • Manage all activities related to the design, development and implementation of information systems and software applications.
  • Oversee maintenance, support and upgrade of existing systems and applications.
  • Confirm software integration into existing systems, meets functional requirements, systems compliance and interface specifications.
  • Design, develop, and install enhancements and upgrades to systems and application software.
  • Compile and maintain an inventory of all software and system assets, and corresponding contracts and agreements.
  • Develop training materials for end users and conduct training as necessary.

When assigned to Networking:

  • Plan, coordinate and supervise activities of a complex communications infrastructure, including radio, microwave and wireless communications, voice services, including WAN/LAN technology, switches, routers and fiber optics, and supporting management applications.
  • Plan, coordinate and supervise activities of over 1,000 security cameras.
  • Establish schedules and internal controls to meet deadlines.
  • Manage city-owned or leased equipment and line and service installation and expansion.
  • Identify areas for improvement and implement and maintain new or improved services to meet changing technical and customer requirements.
  • Review, evaluate and recommend telecommunications hardware and software packages.

When assigned to Data Center Operations:

  • Plan, coordinate and supervise the enterprise computing services including messaging and collaboration software including, email, unified communications, servers, desktop and server virtualization technologies, enterprise desktop management tools, data storage and backup infrastructure, Active Directory, VPN and system monitoring tools.
  • Design and implement short and long-term strategic plans to ensure system capacity meets existing and future requirements.
  • Ensure a high level of application, server and storage, and enterprise system availability.
  • Develop, implement, and maintain standard operating procedures, and associated training plans for related infrastructure operations.
  • Plan the acquisition and installation of hardware equipment, applicable enterprise system software and maintenance agreements.
  • Maintain data center facilities.
  • Assist with the planning and deployment of server, storage infrastructure and enterprise system security measures.
  • Develop, implement and maintain an efficient, well documented disaster recovery plan.


Qualifications:

Recruitment Guidelines:

OPTION I:
Education : A Master’s degree in computer science, information systems or public/business administration.

Experience : Three years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing, and implementing information system programs and projects, including one year of supervisory experience.

OPTION II:
Education : Bachelor’s degree from an accredited college or university with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration or a related field.

Experience : Four years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects, including one year of supervisory experience.

OPTION III:
Education : Associate of Arts degree from an accredited college or university with major course work in computer science, information systems, electronics engineering voice/data communications, public/business administration or related field.

Experience : Six years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects, including one year of supervisory experience.

OPTION IV:
Education : Equivalent of the completion of the twelfth grade.

Experience : Eight years of considerable, progressively responsible experience in technical or administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects, including one year of supervisory experience.

Necessary Special Requirement:

Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.

Highly Desired Qualifications:

Five years or more experience in a complex, multi-location, enterprise local government IT environment.
Proven track record of successful IT project completion.
Experience supervising five or more staff.
Experience in a contracted IT environment within local government.
Proven track record of successful IT project completion.
Five years or more experience working in a highly complex mission-critical enterprise-wide government systems which require technical expertise in multiple IT industry areas.

When assigned to Data Center Operations:

  • Five years or more experience managing software license inventory, virtual environments, storage area networks, Microsoft Exchange, Unix systems, Linux systems, Oracle and Microsoft SQL.

When assigned to Enterprise Applications:

  • Five years or more experience managing software license inventory, web page development, application interface development, the Microsoft SharePoint platform, and enterprise systems relating to local government departments.

When assigned to Enterprise Project Management Applications:

  • Five years or more experience managing projects.
  • Holds Project Management Professional (PMP) certification.

When assigned to Networking:

  • Five years or more experience designing, configuring, managing, and securing data and VoIP networks in a multi-department, multi-facility (at least 15 locations), enterprise environment.
  • Holds Certified Information Systems Security Professional (CISSP) certification.


Selection Process:

Candidates meeting the minimum qualifications will be placed on an eligibility list which will remain in effect for six (6) months. Candidates will be screened further, and those meeting additional highly desirable qualifications may be invited to compete in a written, performance and/or oral exam. Highly qualified candidates will be certified for a selection interview.

The final candidate will be required to successfully pass a criminal background check, verification of work experience, and submit an official copy of educational transcripts verifying obtained degrees or certificates as indicated on the employment application.

The appointed candidate will be required to successfully pass a medical examination and drug test.
