DUTIES: Back to top These positions are located in the Intelligence Division, OCDETF Fusion Center, Office of Technical Support, Technical Support Unit (NFTU), Merrifield, Virginia.

Works with a specialized group of programmers on complex, multi-faceted prototype systems, such as leading a multi-functional development project in software analysis, design, development, and implementation for a new system or major enhancement to an existing system. Updates and modifies existing applications, designs new applications, and has continuing responsibility for maintenance of automation programs.

Serves as a technical expert on the planning and coordination of activities required to design, implement, and support operating systems through procurement and installation of appropriate systems software. Leads a major operating systems project, such as installing new operating environments or implementing new operating systems patches, upgrades, and releases.

Develops and implements directives to implement high-level policy changes that impact significant agency technology resource requirements. Analyzes statutory requirements against existing directives to assess the degree of change necessary to comply with new requirements.

QUALIFICATIONS REQUIRED: Back to top GS-12: one year of specialized experience equivalent to at least the GS-11 Federal grade level in performing such duties as creating applications and automating standard functions; installing, configuring and testing vendor-supplied modifications to existing systems software; and drafting position papers on IT issues.

GS-13: one year of specialized experience equivalent to at least the GS-12 Federal grade level in performing such duties as analyzing technical specifications; installing, testing and implementing vendor-supplied modifications to existing systems software; diagnosing and resolving trouble calls; and addressing complex problems related to enterprise architecture.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to program operating systems.

2. Ability to program applications.

3. Ability to independently carry out tasks to solve problems and achieve objectives.

Applicants must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:

Successful completion of a one-year probationary period is required (unless already completed).
