Job Description
The Pasadena Water Department is seeking a Department Information Systems Analyst II to its Information Technology team to assists with meeting the technology goals and objectives.

The Ideal candidate will lend their expertise and assist in the system analysis, design, development and implementation of software and information systems.

Essential Functions:
JOB RESPONSIBILITIES:

• Conducts analysis and research on informational needs;
• Assesses problems and provides solutions; provides input on modification of programs and software;
• Assists in modifying software to meet specific and defined needs, and works out problems before release to users;
• Install/support software and conduct training classes; act as project/technical lead for system development and deployment;
• Provides recommendations for new hardware, software, and supplies;
• Stays abreast of current computer, network technology and programming languages;
• Updates user procedures and instructions; assists staff with access to hardware, software, and data files;
• Design and develop Microsoft Access, MSSQL 2008R2, MSSQL 2012 and ORACLE 11G ;
• Maintain and support department custom applications and develop web base application using .Net Technology (ASP.Net, C#, C++, Visual Basic);
• HTML, IIS 7.0 and higher;
• Create and updates queries, materialized views and store procedures in Oracle and SQL Server to enable users to retrieve and manipulate data effectively;
• Create and maintain DTS’s and store procedures;
• Assists with special research projects relating to automated systems;
• Prepares reports; documents program and system changes and test data;
• Maintains technical libraries and reference files;
• Acts as a departmental interface between vendors, contractors, other public agencies, and City staff.

Qualification Guidelines:

JOB COMPETENCIES:
Considerable knowledge of and skill to:

  • Principles, practices and methods of managing computer information systems and projects, including knowledge on standard computer hardware, and software such as spreadsheets, word processing, database management, graphics, Outlook 2010, Microsoft Office 2010 Professional and Microsoft Project; Oracle and SQL Server; ODBC Connectivity.
  • Effectively apply technical knowledge of microcomputer systems software and hardware in assistance and support of users.
  • Analyze user needs and comprehend the business requirements to recommend and develop business solutions.
  • Prepare program documentation, user procedures, reports, and other written materials.
  • Take the initiative to dive into new roles, assignments, and projects with energy, enthusiasm and self-motivation.
  • Critical Thinking Skills to resolve problems by analyzing situations and identify and work through a series of trouble-shooting steps to arrive at a solution.
  • Communication Skills to clearly explain complex concepts to various audiences orally and in writing.

EDUCATION AND EXPERIENCE

  • A bachelor’s degree in Computer Science, Information Systems or a related field.
  • Three year of professional experience in system management, application development, project/technical lead and database design.
  • Knowledge and experience with Microsoft Access 2013, SQL Server 2008R2, 2012,.Net Technology (ASP.Net, C#, C++, and Visual Basic), SSRS 2010 and 2012 Report Server are preferred.
  • AS400/ Query 400 and Electric and Water Utility experience is a plus.

Special Requirements:

  • Exert moderate physical effort to lift, push, pull and/or carry equipment weighing up to 40 lbs.
  • Possession of or the ability to obtain a valid Class C California driver’s license is required at time of appointment and as a condition of continued employment.FLSA-Exempt
