Job Description

Under the direction of the Director of Utilities – W/WW/Engineering, employee supervises the overall operations of the water, wastewater, and engineering divisions ensuring compliance with all Federal, State, and Local regulations. Plan, assign, review, manage, and direct operations of water and wastewater construction, maintenance and engineering; water plant operation, wastewater plant operations, environmental compliance regulatory affairs, and engineering maintenance operations. Ensures compliance with Federal, State, and Local laws and regulations and to ensure quality of work performed. Develop, implement, and direct divisional policies, procedures, and objectives. Preparing, compiling, submitting, and monitoring annual divisional budget. Recommend, research, analyze, and review problem areas with Foremen and Managers to ensure compliance with laws and regulations. Provides technical direction regarding water and wastewater services to other City departments when requested. Respond to inquiries or complaints from the general public and other City departments both orally and in writing. Attend pre-construction meetings; review pre-construction and in progress plans of water and wastewater distribution and makes projections of impact to utility system. Consult with engineers and contractors on projects in progress or new projects to ensure compliance with regulations. Review, coordinate, and inspect construction of new, or the repair of, the infrastructure. Compile and maintain various types of records and reports for regulatory agencies such as TCEQ, E.P.A., Health Department and Department of Transportation; reviews reports and records compiled by Foremen and Managers to ensure correctness and timeliness. Maintains and updates all location maps and as-builts for G.I.S. and Technical Services Department. Research, recommend, analyze, and present the availability of water or wastewater services when requested in an accurate and timely manner. Ensure divisional employees are trained in safety issues reasonably expected to be encountered on job site. Maintains communication within division by presiding over staff meetings. Compose, compile, edit, type, revise, and review various types of letters, correspondence, reports, memorandums and contracts as required for the Water and Wastewater Department such as utility requests, check requests, specifications for equipment or materials, and various request from outside agencies and the general public. Analyze, research, compile, and recommend information required for annual budget for Water and Wastewater Division. Research, compile and prepare water and wastewater specifications for building permits in an accurate and timely manner. Performs other duties as required or assigned.

Qualifications
Above knowledge and skill may be gained by Bachelor’s Degree in Engineering AND eight
years responsible experience in water and wastewater construction, water and wastewater plant operations AND five years supervisory and/or management duties OR by any combination of training and experience leading to the described level of knowledge and skill. Registration as a Texas Professional Engineer, or ability to obtain within six months, is required. Must have or obtain a Class C Water and Class C Wastewater Certification within two years of hire date. Must have a valid Texas Driver’s License or ability to acquire a Texas Driver’s License within six month of employment and driving record must meet or surpass guidelines as set forth by the City.
Advanced knowledge of water treatment process, wastewater treatment process, water and wastewater construction and maintenance, water distribution system, wastewater collection system, and lake maintenance operations. Advanced knowledge in the operation and
maintenance of equipment, testing quality controls, methods and procedures used in water treatment, wastewater treatment, pumping stations, elevated storage tanks, ground storage tanks, lift stations, and grinder pumps. Good knowledge of Federal, State and Local rules and regulations applicable to water and wastewater treatment, construction, storage, conveyance, and testing. Good knowledge of the safety practices and procedures surrounding the safe, efficient operation and maintenance of water and wastewater utility system. Ability to read, research, and interpret charts and tables, blueprints, gauges, dials, meters, Federal, State, and Local regulations, technical handbooks, organizational policies and procedures, financial data, and legal instruments; ability to read computer screen. Ability to compose, prepare, sort, file, and distribute memos, reports, forms correspondence, schedules, forms, and invoices. Ability to communicate orally in person, by telephone, and by two-way radio in emergency and non-emergency situations. Ability to sit for extended periods of time while performing duties at desk and operating vehicle. Ability to walk and stand to inspect and review projects and work being performed by divisional employees. Ability to climb ladders and stairs when performing duties at Water and Wastewater facilities, and inspections of maintenance and construction projects in progress or completed. Ability to balance objects, carry, lift, push, and pull when transporting equipment, materials, books and other forms of paper within departmental area and to other facilities; retrieving and placing files or documents in filing cabinets. Ability to reach to perform activities at desk, inspection and review and projects, and reaching overhead to obtain equipment, supplies, and materials from shelves and cabinets. Fine dexterity with fingers and hand required to handle items and to operate computer/calculator/two way radio. Ability to operate foot controls on vehicles and equipment. Ability to smell odors to detect dangerous gases or fumes. Work is performed indoors and outdoors. Work performed indoors is in an office setting. Work performed outdoors may be subject to adverse weather conditions such as extreme heat, cold, wetness and humidity. Work may be subject to mechanical hazards, chemical hazards, and bodily injury. Work may be subject to time pressures, emergency situations, noisy/distracting environment, irregular work schedule, frequent changes to tasks, working closely with others as a part of a team, working alone 50% or more of the time, performing multiple tasks simultaneously, and dealing with irate people. Work may be tedious and exacting when plotting maps, plotting locations, drafting, performing investigations, gathering data, typing statistical information or legal information.
