Job Description
This is a professional/highly technical position with primary duties relating to general computer operations, computer applications development and operations, telecommunications applications, public safety communications and database management in conjunction with the Public Safety agencies in the City of Bend.

Position works under the supervision of the Captain of Investigations Division for the Bend Police Department, but requires the exercise of considerable independent judgment and initiative, and the application of knowledge of computer and wireless technology as it applies to public safety systems. Assignments are received in the form of general objectives and employee is expected to define priorities and develop methods and routines.

The advanced journey level Public Safety Systems Administrator position will serve as a lead to the journey level Public Safety Technology Support Specialist(s) as a technical subject matter expert. The Public Safety Systems Administrator will coordinate and oversee technology activities to include: leading in a project setting, monitoring and/or mentoring general work activities, providing consultative technical advice, and monitoring compliance with applicable public safety policies and procedures.

The Public Safety Systems Administrator will provide collaborative performance related input/feedback of the Public Safety Technology Support Specialist(s) to the respective direct supervisor(s).

Functions, Duties and Responsibilities:

Position performs advanced level professional, technical, and analytical support duties related to the operation of complex client/server, desktop and mobile computer systems and networks.

Functions as an advisor/system administrator with technical expertise in the software products and operating systems utilized by the public safety entities.

Provides recommendations to the public safety administrators in the areas of systems strategic planning and training, and also develops strategic initiatives.

Plans, develops, implements, and manages complex IT/radio/mobile data systems projects for the city. Serves as a specialist and gives consultative advice to management in their area of expertise.

Functions as manager for all the Federal Communications Commission licenses and applicable radio systems.

Manages public safety Criminal Justice Information Services Compliance (CJIS). Maintaining and coordinating system security both physical and logical; assign security access codes according to CJIS, federal, state, and local laws and agencies requirements. Audit the use of these databases by other employees.

Serves as administrator for assigned servers, operational troubleshooting, software support, report generation, interface support, third party software support, and all other public safety specific applications, hardware and software support as assigned.

Coordinates and oversees all technology activities for public safety agencies technical staff, and systems. Leads others in a project setting, which may include monitoring and/or mentoring general work activities of entry level and/or other staff; monitors compliance with applicable policies and procedures in addition to customer service activities.

Participates in the development and administration of the public safety technology budget. Forecasts funding needs for staffing, equipment, materials and supplies. Approve expenditures and implement budgetary adjustments as appropriate and necessary under the authority of the Division Commander.

Supplies technical assistance in requirements development, procurement, installation and support of all technology systems. Assists in the preparation of service, equipment, and software bid requests for public safety technology needs. Writes specifications, evaluate bids and select vendors, and monitor contractor or vendor performance.

Provides coordination and oversight of assigned staff and vendors to insure the delivery of services to the public safety departments. Reviews and approves all invoices for goods and services delivered as related to public safety systems.

Participates in the agencies’ information technology strategic plan including all computing, data, software, data/video/voice communications/network systems and operations. Establishes supporting standards and policies to assure system compliance.

Participates on a variety of boards, commissions and committees. Prepare and present reports and other necessary correspondence.

Monitors and maintains adequate levels of parts and equipment for all equipment and systems assigned to their responsibility.

Must be able to render credible testimony in a judicial proceeding.

In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Coordinates and participates in a variety of special projects as assigned.

Knowledge, Skills and Qualifications:

Knowledge of:

· Computer Aided Dispatch systems;

· Operations and maintenance of a variety of network, telecom, and computer hardware and software applications, including networking essentials and peripheral equipment;

· Desktop operating system imaging techniques and practices;

· Functional expertise in public safety applications;

· Hardware configuration and concept operation;

· Practices and methodologies for providing effective customer service;

· Concepts of mobile data applications; and

· Radio communications systems.

Skill in:

· Establishing and maintaining effective relationships with internal and external contacts diffuse conflicts, and collaborate with others to positively solve problems;

· Troubleshooting and resolving problems which may include, PSN network failures, CAD interface problems, telephone line problems, communication system problems, or computer system problems. Effect in-house repairs when able, or report problems to the responsible utility or maintenance contractors;

· Developing the requirements for and procurement of new or upgrades to equipment, software, and network services which support Bend Police and Fire;

· Establishing appropriate service levels, monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocating resources accordingly;

· Work involving automated systems, such as servers, laptop, and workstation computers, minicomputers, tablets, digital telephone, cellular phones, and pagers;

· Maintenance and operations of two-way radios and local/wide area network systems;

· Developing and executing project management best practices, policies and procedures; and

· Knowledge of principles and practices of computer science and data processing; knowledge of methods and techniques used in the installation, troubleshooting, and upgrading of network and communications systems; technical knowledge of various Microsoft computer programs, networks and software packages.

Education, Experience, Certifications and Licenses Required:

A minimum of two (2) years of experience in the operation, maintenance and application of computer, radio systems, mobile data systems, and networks is required, preferably in a public safety or dispatch setting. Training in the operation, maintenance and application of a public safety grade communications system; training in the use and application of database management systems. Minimum of two (2) years of college plus additional technical training or equivalent experience; and minimum of two (2) years of work in the field of automation/information systems; (5) years of IT or technology project management experience related to the position; or any satisfactory equivalent combination of experience and training.

Licensing Requirements:

· Valid Oregon driver’s license
