This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply; (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM’s 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

DUTIES: The incumbent serves as the principle technical advisor on Geographic Information Systems to the office manager and resources staff. This position is responsible for the acquisition and management of the wide range of spatial information required to support the management of public lands. The incumbent must have a thorough and effective mix of technical skills in the geographic and computer science disciplines as well as a working appreciation of the Bureau mission and operational procedures sufficient to support Bureau of Land Management (BLM) business activities.

QUALIFICATIONS REQUIRED: To be eligible, an applicant must be:

A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual’s eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07) of the position to be filled.

Examples of qualifying specialized experience for the GS-09 level: working on multi-disciplinary teams as a team member assigned to carry out the planning and coordination of natural resources and/or related projects; managing a variety of project activities; applying project management principles to each assigned project; and providing regular status updates to management and leadership across the agency.

Basic Qualifications – GS-09: Masters or equivalent graduate degree: or 2 full years of progressively higher level graduate education leading to such a degree: or LL.B. or J.D., if related:or 1 year of specialized experience equivalent to at least GS-07 grade level in the Federal serivce.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09.

Eligible and qualified applicants will be referred to the hiring manager in unranked order by preference status: (1) Preference eligible veterans having a compensable service-connected disability of 10% or more (CPS and CP); (2) Other preference eligibles (XP); (3) Applicants eligible for 5-point veteran’s preference (TP); and those (4) Applicants not eligible for veteran’s preference (NV). In addition, interviews may be conducted for this position. The job related questions align with the following knowledge, skills and abilities required to perform the duties of this position.

  • Knowledge of Geographic Information Systems and related technology to support natural resource management
  • Knowledge of comprehensive program planning & implementation techniques, data encoding and standards
  • Experience in geospatial database management.
  • Experience communicating clearly about GIS applications with planners, resource specialists, managers & peers

OTHER INFORMATION: If the position is filled at the lower grade level, subsequent promotion to the next higher grade level per the target full performance is permissible without further competition. The promotion is not guaranteed but dependent upon administrative approval and the agency’s continuing need for an actual assignment and performance at the higher level duties.
