Job Description
What You Will Be Doing:

  • Assisting in developing a technology roadmap and align project execution to the established roadmap
  • Developing and streamlining IT process and provide IT governance
  • Building and managing budgets
  • Providing excellent customer service
  • Collaborating with other State agencies and external partners
  • Managing a portfolio of 20+

The right candidate will have advanced/extensive knowledge of:

  • Management authority, supervisory skills, contract administration, employee performance, merit/compensation, disciplinary process, affirmative action/equal opportunity employment, position classification
  • Managerial skills and abilities (e.g., interpersonal skills, performance measurement, making data- driven decisions, training)
  • Leadership skills (e.g., leading change, strategic planning)
  • Information technology mainframe and web application (.Net) development
  • Information technology infrastructure and its respective hardware and software including: server administration, data administration, network design, security and management
  • Business process improvement/re-engineering techniques
  • Application integration techniques
  • Strategies such as leveraging information technology and process improvement
  • Methods for effective collection and use of data
  • Effective oral and written communication skills
  • Project Management
  • Completing technical plans and projects at multiple levels
  • Methods and techniques of systems analysis and design
  • Application development documentation procedures
  • Application development discipline and various computer programming languages and design techniques
  • Multi-platform system development (full life cycle development)

We are also looking for someone who is able to:

  • Manage staff and their respective work assignments
  • Develop and maintain effective working relationships with staff in other divisions/ departments, vendors and a wide variety of customers
  • Conduct training, including identifying needs, developing and presenting
  • Manage large and complex application development projects
  • Understand emerging technologies and evaluate application of emerging technologies to business needs
  • Understand the technical design of applications under development and provide technical project management
  • Complete technical plans and projects at multiple levels

The starting salary will be between $73,080 and $93,960 annually, depending on experience and qualifications. Pay for current state employees will be based on the applicable pay transaction provisions of the Compensation Plan and Wisconsin Administrative Code. In addition, the State of WI offers a comprehensive benefits package. This position is in pay schedule/range 70-02 and is not represented by any bargaining unit. A 2-year Career Executive trial period may be required.
