Job Description
 
The Director of Program Management is responsible for the overall program /project management function within Morpho Detection; he/she is responsible for setting the organizational vision, creating and executing on a tactical plan to implement, and then providing leadership, coordination and management of PMO processes and functions. This position reports to the Vice President Quality and Program Management and supervises the team of program/project managers and administrative personnel that support all initiatives within the portfolio.

Essential Duties and Responsibilities:
Define and oversee the PMO process implementation and ensure that information concerning content (e.g., deliverables, risks, issues) passes to and from the VP.
Partner with Safran Engineering Services who co-led a Program Management “Diagnostic” which helped MD define what we do well and our gaps in the project and program management function.
Oversee the development and implementation of program / project management tools and processes
Manage project / program activities such that they meet budgets, schedules, and product performance targets while ensuring that they remain within the authorized scope of work
Lead MD through the transition to an organization where projects/programs are driving by a PMO. Lead the transition of moving program managers and project managers over to the PMO organization.
Active participation in the selection, categorization, and prioritization of projects within the company’s portfolio
Define the Quality, Cost, and schedule targets for each project / program according to contractual obligations and/or business requirements
Have overall authority for planning, organization, control, documentation, tracking, integration, financial monitoring, and completion of internal and external projects and programs
Responsible for the maintenance and allocation of program / project budgets
Implement and govern status reporting for the portfolio of programs, providing visibility on milestones and the performance of both business and technical aspects
Hold periodic project / program reviews as required for internal evaluation
Establish and continually improve the consistency, predictability and efficiency of Morpho Detection’s project management capability by providing leadership in best practices
Foster cross-functional relationships and ensure that all functions are actively involved in the projects / programs as required; develop and maintain a comprehensive Responsibilities Assignment Matrix for the PMO as well as for individual projects / programs
Offer on-going motivation, coaching, guidance, feedback, and mentoring support to project management team members in direct support of prioritized programs / projects
Own and manage the New Product Introduction (NPI) process and approve all program decision point reviews
Interface with Product Management teams to identify new business opportunities and to assure that new products will fulfill customer’s needs Must be authorized to work in the US without sponsorship now and in the future
Bachelor’s degree in business or technical field (BA/BA) required, MBA is a plus
A minimum of 10 years experiences in technical project / program management
A minimum 3 years leading a successful PMO
Project Management Professional (PMP) certification required
Experience managing projects in both traditional and Agile methodologies strongly preferred
Mastery of Microsoft Office tools, such as: PowerPoint, Excel, Word, Project, etc
Experience with government contracting processes is preferred

Demonstrated experience in creating Program Management Organization.
Demonstrated experience at leading large groups of programs/projects and program/project managers.
Demonstrated ability to effectively communicate with executive level managers in a project-oriented setting where project risk is substantial and communication requirements are highly complex

Ability to govern standards and processes through influence
Positive, encouraging, and motivating personality
Strong interpersonal and team building skills, possessing diplomacy and strong business judgment
Ability to successfully work in a multi-discipline, cross-functional environment and manage teams from various divisions and locations
